Microsoft is really promoting FUSION development.

Fusion development with Power Apps is about combining the worlds of the citizen developer, the professional developer, and the other parties instrumental in building and using applications to further the objectives of the business.26 Apr 2021 (Microsoft)

However it appears to be focussed about connectors and custom connectors.
But, in my humble opinion, I believe ‘Fusion Development’ has a gaping hole. And almost like an elephant in the room, Microsoft are not discussing the hole (whole). Whole is actually more appropriate.

FISSION development (my terminology – apologies if others have suggested this, but it has not come across my desk).

‘FISSION’ defines perfectly, the required interaction between ‘Citizen’ and ‘ Pro’ developers.

The scenario is for a ‘Pro’ developer to build a Power App, in such a way that the ‘Citizen’ developer can maintain 80% of the app without requiring assistance.

I approached a few gurus at Microsoft, but unfortunately did not really deal with this scenario.
I have built a few ideas that will be shared over a couple of postings.
